Taoiseach refuses to name time for by-elections

Taoiseach Brian Cowen has refused to indicate if he will hold three by-elections due in Donegal, Dublin-South and Waterford.

Fine Gael has said it will force the Government to vote on the issue in the Dáil in the coming week.
