Mr O'Keefe had ordered an investigation after concerns about the quality of graduates was raised by the chiefs of some multi-nationals operating here.

Grade inflation was also uncovered in Leaving Cert results, although the increases have largely stabilised since the State Examinations Commission was established in 2003.
