The legislation to establish Nama has entered its final stage in the Oireachtas this afternoon.

The Dáil is debating the final bill to establish the agency - a vote will take place later this afternoon.

It will then go to the President for signature and will have to be approved by the European Commission.

The Opposition has raised concerns that the legislation now will allow people hide behind overseas legislation.

However, Finance Minister Brian Lenihan has denied that it is any sort of conspiracy.

"We do live in a world of different legal systems, and other countries and other countries have their legal systems" he said.

"Within the EU certainly it is the practice to respect other legal systems - we can debate their merits and demerits".

"But that's the effect of this matter and I think it's important that is understood."
