The Taoiseach Brian Cowen says he is not in a position to comment at this time on reports that a convicted drug trafficker was issued with a Heavy Goods Vehicle licence.

A charge against Kieran Boylan from County Louth was mysteriously dropped by the DPP last July.

EU rules state that such licences can only be issued to persons of good character.

Mr Cowen told the Dáil that the matter is being investigated by the Minister for Transport Noel Dempsey.
