Cowen vows budget will be fair and balanced

Taoiseach Brian Cowen has vowed that his Government will seek to protect vulnerable people to the greatest extent that it can in the upcoming Budget.

Mr Cowen was answering questions on the matter from the Opposition in the Dáil this morning.
