'Cutbacks could have been worse': Cowen

Spending cutbacks more sensitive and controversial than the medical card changes were being considered in the run-up to the Budget.

The Taoiseach has said the decision to means test the medical card and introduce the income levy were necessary because of the deterioration the public finances.
