The High Court has ruled that the Health and Safety Authority does not have the power to intervene if it has concerns about the use of temporary road surfaces by local authorities.

The court was asked to determine issues of law relating to whether the Safety Act applies to local authorities, and what powers, if any, the HSA has in directing the authorities.
