The North's First Minister Ian Paisley has formally ruled out the devolution of policing and justice powers to Stormont by the target date of May this year.

The DUP has been vowing for some time to veto the move, saying unionists do not have enough confidence in power-sharing to justify giving such responsibilities to Stormont ministers.
