The financial difficulties that led to the HSE's controversial recruitment freeze was reportedly prompted, in part, by a €350m shortfall in funding from the Government.

The HSE and the Government have previously said the problems were caused by higher-than-expected spending on drug schemes and an increase in hospital patient numbers.
