Trade union, Mandate, has called on the Minister for Finance, Brian Cowen, to make all tax credits refundable so that workers who are outside the tax net can avail of the benefits.

In a pre-budget submission John Douglas, the union’s general secretary designate, said that tax credits, including that for trade union subs, do not in any way benefit those who are on the lowest pay rates.
