Enda Kenny's promise to enter a contract with the people has been described by Fianna Fail as "windy rhetoric".

The party said the Fine Gael leader failed to set out any clear plans in his keynote address at his party's Ard Fheis last night.

The Minister for Children, Brian Lenihan, claimed that Enda Kenny avoided the core issues facing Ireland.

He added that there was also a lack of costed proposals.

"There was no reference to pensions, the elderly or jobs, or competitiveness, or farming, or public transport - all crucial issues for Ireland."
