Tánaiste Michael McDowell is refusing to speculate on whether Fianna Fáil will make an announcement in relation to stamp duty at its Ard Fheis today.

At the Progressive Democrats Ard Fheis, Minister McDowell announced that he would abolish stamp duty for first time buyers if voted back into power.
