The Irish Penal Reform Trust has called for a radical overhaul of Ireland's prison system, claiming that an independent ombusdman and new legislation is necessary in the wake of recent deaths at Mountjoy Prison.

The group is demanding that the Government ratify an optional UN protocol which would oblige the State to ensure that prison monitoring is effective and independent.
