Using mobile to become penalty-point offence on Friday

The penalty points system is due to be expanded this week to include the new offence of driving while using a mobile phone.

The practice was outlawed under the recent Road Traffic Act, but Transport Minister Martin Cullen was criticised at the time for not immediately making it a penalty-point offence.
