The body set up to monitor paramilitary ceasefires in the North is expected to accuse both republicans and loyalists of continued activity in a report due to be published today.

The Independent Monitoring Commission report is expected to conclude that paramilitaries from both sides of the divide are still actively recruiting and training new members.

It is also expected to warn that paramilitary groups are continuing to drift into crime.

Today's report was due to be published earlier this year, but it was delayed until after the recent Westminster election.
