European Commission vice-president Margot Wallstrom is due to give an address in Dublin today outlining how she plans to sell the proposed EU constitution to the public.

Ms Wallstrom, who has been tasked with informing the citizens of Europe about the document, is due to outline how she plans to do this in a speech to the National Forum on Europe at Dublin Castle.

The proposed constitution is designed to replace all existing EU treaties, but it also includes significant changes to how the EU is run, including the appointment of a president and the introduction of majority voting in several areas where unanimity is currently needed.

Spain has already ratified the document in a referendum, while public votes are also due in Ireland, France, Denmark, Luxembourg, the Netherlands, Poland, Portugal and Britain.
