The Taoiseach, Bertie Ahern, has vowed to implement the recommendations of the Quigley report into the awarding of lucrative PR contracts to a close friend of Minister for Transport Martin Cullen.

The report, drawn up by former Revenue chairman Dermot Quigley, exonerated Mr Cullen of any wrongdoing in relation to the awarding of contracts to Monica Leech while he was minister at the Department of the Environment.
