Cowen begins Budget speech

Brian Cowen began his budget speech today saying it would be "a Budget for the Irish people as a whole".

Earlier the former solicitor from Co Offaly vowed to improve the quality of life for the vulnerable in today's society like carers, the disabled, pensioners, the unemployed and low-paid workers.
