Minister: Decentralisation 'will proceed as planned'

Defence Minister Michael Smith has insisted that the Government’s decentralisation plan will go ahead with or without the support of the opposition.

Mr Smith was responding to criticism of the plan from Fine Gael leader Enda Kenny.
