Civil servants: Decentralisation 'seriously flawed'

Civil servants say that if they have to move, the Government should too.

The Association of Higher Civil and Public Servants, which is holding its annual conference in Dublin this afternoon, said Charlie McCreevy's decentralisation plan is "seriously flawed".
