The Association of Higher Civil and Public Servants, which is holding its annual conference in Dublin this afternoon, said that there will be "chaos" in the public services if decentralisation goes ahead as planned.

The group says Charlie McCreevy's plan is unworkable in its present form, and has tabled its own set of reforms, which include uprooting Leinster House to Athlone.
