The first report of the body set up to monitor paramilitary ceasefires in the North is believed to have recommended the imposition of fines against Sinn Féin and the Progressive Unionist Party.

The Independent Monitoring Commission’s report, due to be published tomorrow, is expected to say that the two parties should be fined as punishment for activities carried out by the Provisional IRA and the Ulster Volunteer Force.
