Patten addresses Forum on Europe in Dublin

EU External Affairs Commissioner Chris Patten has given an address the Forum on Europe in Dublin.

Mr Patten presented his view of the ongoing negotiations on the draft constitution for the European Union, particularly the proposed creation of a post of EU foreign minister.
