The Department of Health has dismissed weekend reports suggesting that publicans may be able to take advantage of a loophole in the legislation outlawing smoking in all workplaces.

The Irish Hospitality Industrial Alliance, a group of publicans, hoteliers and restaurateurs, has said it believes the proposed ban cannot be enforced in pubs which also serve as private residences.
