A report due to be published today is expected to criticise unionist politicians over their ambivalence to the displaying of paramilitary flags at loyalist parades.

The Irish Parades Emergency Committee report, written by US lawyers and civil rights activists, includes photographs of the Orange Order grand master Robert Saulters and DUP MP Nigel Dodds marching in front of UVF flags and emblems at a contentious parade in east Belfast.
