Mr Kennedy, who lives in Gibraltar, has renounced his Irish citizenship and is refusing to attend the tribunal to answer questions about alleged planning corruption in Dublin.

Justice Fergus Flood and his inquiry team are currently investigating claims by political lobbyist Frank Dunlop that Mr Kennedy hired him to bribe councillors over the rezoning of land in the 1990s.
