Fischler rules out unrestricted access to 'Irish box'

EU Agriculture and Fisheries Commission Franz Fischler has ruled out unrestricted access to Ireland's 50-mile fishing exclusion zone.

But he said the zone, known as the "Irish box" must be regulated.
