Spy charge messenger 'investigated before'
Northern Ireland Office messenger William Mackessy, who is facing criminal charges over allegations of spying for the IRA, had been the subject of a previous investigation, it was disclosed tonight.
British Lords Leader and Ulster spokesman Lord Williams of Mostyn said in a written reply: “Concern was expressed about Mr Mackessy’s conduct in the NIO on one occasion.
“An investigation by his line management, and reported to the Department’s central personnel section, did not produce any firm evidence to substantiate that concern. Therefore, no disciplinary action was taken.”
Williams told Ulster Unionist Lord Laird: “The normal security vetting that applies to all personnel appointed to the NIO was carried out, and Mr Mackessy received security clearance.”
As part of the investigation into the “concern” about his conduct, said Lord Williams, “further vetting checks were made with the police”.
Mr Mackessy had been appointed to the NIO on April 3 2000 as a Support Band Grade 2 messenger, on secondment from the Department of Finance and Personnel.
He then moved to the Compensation Agency in October 2001 to fill a temporary vacancy, and to the Department of Enterprise, Trade and Investment on November 19 last year to fill an urgent vacancy.
Lord Williams added that his response to Lord Laird’s questions was limited by the “sub judice” rules.
