Greens to outline ways to avoid massive bill

The Green Party is to outline a number of ways Ireland can avoid facing a bill of €1bn because of environmental failures later this morning.

The Irish taxpayer could have to shell out that amount because the State has already over-run the carbon dioxide quotas it was given under the Kyoto Treaty.
