The Irish Congress of Trade Unions has criticised Finance Minister Charlie McCreevy’s plans for public spending next year, describing yesterday’s Book of Estimates as "too cautious".

ICTU general secretary David Begg believes the Government does not have to cut back on spending and should borrow money to make up for shortfalls in tax receipts.
