Northern Ireland police tonight hit out at the Secretary of State Dr John Reid for failing to discuss with them an implementation plan aimed at introducing widespread reform.

Jimmy Spratt, vice chairman of the Police Federation which represents the RUC’s 11,000 officers, said its members had been left in the dark about the future.
