The Taoiseach has warned a gathering of EU leaders that Ireland's rejection of the Nice Treaty may be symptomatic of a growing frustration among citizens at the way the Union conducts its business.

In a tough-talking speech in Gothenburg, Mr Ahern said there is a perceived lack of clarity, openness and responsiveness within EU institutions.
