Vinci-Bouygues, which employs 70,000 people worldwide, withdrew because of what it termed the risk involved and its unwillingness to invest £1m to develop an on-line bid.

The company built the Stade de France in Paris.

An independent review of the cost of the project is underway, amid claims that the total cost of the campus was dramatically under-estimated by the government.
