Fine Gael has accused the government of being unable to implement its own plan on road safety after a year in which the accident death toll was up for the first time in three years.

Party spokesman Denis Naughten TD said this was highlighted by the Government's recent admission that it would not meet its target of publishing the Road Traffic Bill by the end of 2000.
