Plans by former health minister James Reilly to abolish the HSE as part of an ambitious reform programme have been described as "unworkable" by Department of Health officials.

They made their concerns about the plans known to Leo Varadkar following his appointment as minister in July.

In a briefing document published yesterday on the department’s website, officials warn the proposed phased reform could lead “to a wide range of new statutory organisations”.
