His plans for the Junior Cycle Student Award, entirely marked by students’ own teachers, have led to a risk of industrial action by more than 25,000 second-level teachers.

Their unions oppose the level of change he set out in the Oct 2012 junior cycle framework and say their concerns are not being properly addressed.
