A €40,000 relocation payment by the National Gallery of Ireland to its new director fell outside the conditions for filling the vacancy.

The gallery board got sanction in 2011 to appoint a director but was told there should be no additional benefits over the approved salary, other than reasonable vouched removal expenses to relocate to Ireland.

The job was offered to Sean Rainbird, director of the Staatsgalerie in Stuttgart and a former senior curator at the Tate Gallery in London. The offer included the sanctioned rate of pay, starting at a €99,236 salary, and reasonable vouched expenses, paid if incurred in moving to Ireland.
