Tánaiste Eamon Gilmore has said there needs to be a broad discussion about changes to child benefit allowances, and has ruled out any prompt overhaul of payments.

His comments came as Social Protection Minister Joan Burton said further investment in childcare was needed, after a report for her department suggested amending how child benefit is paid to parents.

The Mangan report said there should be a universal child benefit payment for all, with a top-up payment for those who need it most.
