He formally launched his campaign on March 14 and yet now is embroiled in frantic last-minute efforts to secure a nomination by the time the deadline closes at noon on Wednesday.

Why has it taken so long to determine whether his name will be on the ballot paper or not? The answer lies partly with Norris himself, and partly with the manner in which presidential candidates are nominated.
