PRIMARY school and special needs children could be hardest hit with massive cuts in education spending being considered for the budget.

Plans are also being considered to means-test the Long Term Illness payment or remove certain conditions from the scheme.

The payment provides free medicines and medical appliances to people with illnesses such as cystic fibrosis, cerebral palsy, spina bifida and mental disabilities regardless of income.
