A BLAME game has erupted between the Health Service Executive and the Departments of Finance and Health as to who was responsible for letting the spending and governance of the controversial SKILL training fund spiral out of control.

The HSE’s national director of human resources Seán McGrath wrote to both departments in the aftermath of its own internal audit of the €60m training fund. He made of recommendations and comments to each over their conduct.

The replies make it clear they feel the HSE played a major role in what has emerged as serious shortfalls in corporate governance and resultant profligacy in the spending of public money.
