ALL LAWS that come to pass in Ireland start their life as a bill and the sole power to make these laws is in the hands of the Oireachtas which includes the Dáil, Seanad and the President.

A bill, which is basically a proposal for a law, can be initiated in either the Dáil or Seanad.

But there are exceptions for bills to amend the Constitution or bills on money or finance, which can only be proposed in the Dáil.
