THE Independent Monitoring Commission yesterday made another very positive assessment of the IRA which will help smooth the path for crucial all-party talks in October.

In its 11th report the monitoring body states its firm view that the IRA is “committed to following a political path” and is no longer engaged in terrorist activity. The IMC, however, concludes that the IRA retains a “command and control” structure. But in a new departure it states that it does not detract from the peace process but is “an important element in maintaining the organisation on its chosen path.”

That path chosen by the leadership, says the body, is in opposition to the use of violence in community control; taking a stance against criminality and disorder, and being involved in successful dialogue to prevent violence during the 2006 parades decision.
