THE Groceries Order was introduced in 1987 as a way of protecting small independent traders from being squeezed out by national chains.

It bans shops selling goods below invoice price. Items covered include cooked meats, frozen meals, milk, bread, baby food, soft drinks and alcohol.

Since its introduction, 2,500 food retailers - 20% - have gone out of business.
