Two suspected members of ETA have been arrested, less than 24 hours after the Basque separatist group declared a permanent ceasefire, Spain’s Interior Ministry said today.

Spanish authorities today blamed the armed group Eta for planting two explosive devices in a small northern town, one of which exploded.
