The Sudanese army and government-backed militias are committing acts of “inexplicable terror” against civilians, including children, in Darfur, the United Nations’ top humanitarian official says.

Sudanese foreign minister Lam Akol insisted today the Addis Ababa accord did not mean UN peacekeepers will join African Union troops in a joint force in Darfur.
