Ireland is losing billions of euro because it is failing to tap the potential of its youth due to high unemployment and low levels of participation in jobs training and education, according to an international report.

More than three quarters of businesses are experiencing skills shortages, despite Ireland’s labour force being named the most adaptable and flexible in the world earlier this year.
