European Union defence ministers adopted a plan today to open up their €30bn arms industry to increased cross-border competition – a landmark move designed to cut costs for tight military budgets.

Italy has pulled out of a European programme to build a large military aircraft, the Airbus A400M - a move some say creates uncertainty over the country’s commitment to an integrated European defence industry.
