An email from the boss of Ireland’s food safety watchdog to the Department of Health a week before the publication of test results for horse DNA in beef burgers flagged the possibility of fraud in the system.

Records released by the Food Safety Authority of Ireland (FSAI) outline the various strands of investigation into the possible sources of horsemeat contamination, which has so far not led to any prosecutions.
