The 65-nation Conference on Disarmament broke a dozen years of deadlock and opened the way to negotiate a new nuclear arms control treaty.

US Secretary of State Condoleezza Rice arrived in Berlin today to meet counterparts from the five permanent UN Security Council members and Germany on Iran after the council for the first time demanded that Tehran clear up suspicions that it is seeking nuclear weapons.
